On November 12-13, 2009, a colloquium celebrating the scholarship and influence of Professor Peter Aucoin in shaping new directions in public policy and management will be held at Dalhousie University in Halifax where Peter has taught for nearly 40 years. An international and interdisciplinary group of leading scholars and researchers will present papers and engage in a critical discussion of democratic governance, Canadian electoral law, public management and its reform, and accountability. The papers and discussion will both reflect on Peter's contributions to our current understanding of the issues addressed and generate new insights. The symposium will also set an agenda for future research on salient issues in public administration and representative governance.
The primary theme of the conference, one that permeates much of Peter's work, is the inherent tension between ensuring democratic control over the bureaucracy yet at the same time allowing the public service sufficient flexibility to exercise the discretion, judgment and professional expertise necessary for the implementation and management of programs. This tension or paradox is explicitly identified in Peter's writing on New Public Management and what he has recently coined, the New Political Governance.
